Practical issues of the industry at Neftegaz.LIVE

Today the conference programme of the Neftegaz.LIVE project continued at EXPOCENTRE. The second day is devoted to practical issues of adapting the oil and gas industry to the changed operational conditions.

The participants in the meeting on Opportunities of Small and Medium-Sized Businesses in Procurements of Oil and Gas Companies gave a broad overview of the tools of state support for small and medium-sized businesses including procurement in the oil and gas sector of the economy.

Ekaterina Martynyuk, Head of the FAS Legal Department of Control over Public Procurement and State Defence Procurement, told about the existing legislative regulation of the procurement procedures and the current changes in this sphere, emphasising the openness of FAS to the initiatives of the business community and willingness to help them to defend their interests.

Yulia Romanova, Head of Educational Platform for procurement participants of the RTS-Tender electronic platform noted in her speech, “There is a common opinion that it is difficult to enter the oil and gas market and become an SME to participate in procurements. That is not the case. A participant needs to perform a number of sequential actions to ensure his access to procurement and use all the tools offered by the electronic marketplace.”

In particular, Yulia Romanova pointed out that procurement participants can use the electronic platform as a showcase of their proposals, as an e-store, as an analytical module that allows you to get information about the procedures of interest.

Maxim Astapenkov, Deputy Head of the Directorate for International Relations of the SME Corporation, listed in his speech the measures of financial support implemented by the Corporation, including concessional lending to SMEs.

“In Russia,” the speaker emphasised, “now it is very important to increase our own production of critical components, including in the oil and gas sector. In order to implement investment projects, we have launched preferential loans for priority industries. The Investment Loan Support Centre in the SME Corporation helps to understand how to structure the transaction, what package of documents to submit to the bank, helps to choose a bank participating in the programme, establish cooperation with it and provide guarantees to the SME Corporation if you lack collateral.”

Maxim Astapenkov also said that this year the SME Corporation launched, having reformed its subsidiary leasing company, preferential leasing of equipment for SMEs. Another important direction of the Corporation’s activity is the digital platform of entrepreneur support. It helps business to get access not only to support measures, but also offers the entrepreneur to use the tools which, due to the specifics of his activity, are assigned to him by the state. He also noted that the platform has a service called Production Cooperation and Sales, which can be useful for procurement in the oil and gas industry, and introduced a number of other programmes implemented by the SME Corporation.

The Neftegaz.LIVE programme featured the report on IT Innovations and Service Solutions in Well Construction presented by Petrovizer.

The company has done a lot of work to create a digital transformation strategy for various business areas, including the one aimed at optimising the construction of oil and gas wells. Some applied projects were presented such as the Autoplan management system, the Well Drilling Programme – Resource Planning software package, the Rendezvous platform for joint teamwork, and other software products of the company.

Dmitry Ivanov, Head of Commercial Department of Reman-Service, continued with his presentation on Maintenance of Imported Industrial Equipment in the Era of Turmoil at Neftegaz.LIVE platform.

“The unofficial dealership strategy has become a winning one today,” said Dmitry Ivanov. “Our company has vast experience in repairing Caterpillar equipment, all logistics chains are set up, maintenance is performed in accordance with the manufacturer’s regulations, and most service engineers are certified according to the manufacturer’s standards.”

The speaker also emphasised that the company continues to give a warranty on the equipment it services, equal to the manufacturer’s warranty.

The forum on Advanced Technological Solutions for the Oil and Gas Industry and Well Surveying. Building of Multidisciplinary Teams concluded the second day of Neftegaz.LIVE programme. The event was organised and held by Well Test Club and the Moscow Institute of Oil and Gas Business.

They talked about modern high-tech solutions for the oil and gas industry including in the field of integrated well research. The central topic for the discussion was the development of multidisciplinary teams in the implementation of major projects.
